As you are aware the Charter Study Commission was elected in November, 2013. They have until August, 2013 to study, evaluate and make recommend regarding the type of government that runs the city of Asbury Park.
In an effort to get as much community input as possible, members of the Charter Study Commission are making themselves available to Asbury Park residents at a place and time of the residents’ choosing.
If you belong to ANY organization in the city and would like a member, or two, of the Commission to come to one of YOUR meetings they will make themselves available. The Commissioners will explain the process, where they are to date and MOST importantly listen to resident concerns. The Commission desperately want your opinions and thoughts. They will even come to your living room if you want to gather a dozen or so neighbors to talk about this most important decision making process.

Notice is hereby given that sealed bids will be received by the City of Asbury Park, Monmouth County, New Jersey for the “South Boardwalk Reconstruction, Phase I” project, opened and read in public at City Hall Council Chambers, One Municipal Plaza, Asbury Park, New Jersey on February 20, 2013, at 9:30 AM prevailing time.
The project generally consists of the partial reconstruction of the South Boardwalk: Casino End - north to 1st Avenue, to include some substructure demolition & repair, new decking throughout and minor railing repair; Convention Hall End - south to 4th Avenue, to include minor demolition of destroyed areas, railing repair and performance of temporary repairs using existing & new lumber as necessary to support summer season pedestrian traffic. Various locations of beach accesses including stairs and ramps shall also be included in the scope of work. Materials for this project are the responsibility of the City unless explicitly stated otherwise in the Bid Specifications. Bidders need only furnish bids for the labor, equipment and associated appurtenances required to satisfactorily complete the work as prescribed in the Bid Specifications. All work MUST be completed by May 17, 2013.
A Pre-Bid Inspection meeting will be held onsite beginning at the Casino End between Asbury Ave. and 1st Ave. on the morning of February 13, 2013 from 9 AM – 10 AM. All prospective bidders are strongly urged to attend.
Contract specifications for the proposed work, prepared by City of Asbury Park Engineering Department, will be kept on file in the office of the City Engineer, Department of Public Works Building, 9 Main Street, Asbury Park, New Jersey 07719, and may be inspected by prospective bidders during business hours, 9 AM – 3 PM.
Bidders will be furnished with a copy of the Contract Specifications by request upon proper notice at a cost of $50 per set. Proposals must be made on the standard Proposal Forms in the manner designated in the Contract Specifications, must be enclosed in sealed envelopes bearing the name and address of the Bidder, and the name of the work on the outside; addressed to the Clerk and submitted to the Clerk’s Office located at One Municipal Plaza, Main Street, in the City of Asbury Park; and must be accompanied by a statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the City and either a Bid Bond, Certified or Cashier’s Check drawn to the order of City Finance Department for not less than ten percent (10%) of the amount bid, except that the check need not exceed $20,000.00. The successful bidder is hereby notified that a performance bond for the full amount of the project is required.
The City of Asbury park reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract.
Proposals for this Contract will be accepted only from bidders who have properly qualified in accordance with the requirements of the Contract Documents. The award of the Contract for this work will be made pursuant to the respective Local Public Contract Law Provisions outlined in N.J.S.A. 40A:11-1 et seq.
The award of the contract for this project will not be made until the necessary funds have been provided by the City of Asbury Park in a lawful manner.
The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the City of Asbury Park.
The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications.
The successful bidder shall be required to comply with the following:
- Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-1 et. seq.).

software and network structure so that it works seamlessly with the existing system. Bids that are deemed
to be non-compatible with said requirements and the contract specifications will be deemed “not
responsive” and will not be considered for award.
The award of the Contract for this work will be made pursuant to the respective Local Public Contract
Law Provisions outlined in N.J.S.A. 40A:11-1 et seq.
The City of Asbury Park and City Engineer reserve the right to require a complete financial and
experience statement from prospective bidders showing that they have previously furnished their
equipment to other municipalities in the State of New Jersey, before furnishing proposal forms or
specifications, or before awarding the contract.

First, I would like to thank the residents of Asbury Park for their extraordinary efforts and cooperation in preparing for and during Hurricane Sandy. Asbury Park, as well as the neighboring communities of the Jersey Shore, has experienced a weather event of unprecedented proportions. As a result, we have sustained severe damage, flooding and power outages across the city.
While the storm moves out of our area, our concern for public safety continues. Our immediate priority is to aid those in need of emergency assistance and to restore safe conditions where urgently needed. Please be aware that while the major portion of the storm may have departed our area, there is still concern regarding downed power lines, fallen or weakened trees and limbs and compromised structural conditions that may exist. All residents are urged to proceed cautiously and to report any unsafe conditions immediately.
The Boardwalk area is closed. Please stay away and out of the way of emergency personnel. A curfew is in effect beginning at 7:00pm each evening until further notice. At that time, all businesses should close and no one is allowed out in any public areas, anywhere in Asbury Park.
The restoration of power to all residents and businesses and returning people to their homes is one of our primary concerns as we emerge from the impact of Hurricane Sandy. Please know that the Municipal Government of Asbury Park is fully functioning and working with our local utilities, the county and the state of New Jersey to address post storm concerns and conditions. I ask for your patience! I also ask all residents of Asbury Park to work with us by remaining calm, following the directions of the office of emergency management officials as they are issued and remaining in a safe location as storm recovery efforts get underway.
