Formerly the Code Enforcement Department and the Construction Department

The Code and Construction Departments were reorganized into a single department in order to address several issues, not the least of which was to serve the public in a more efficient manner.

Mission

The Building and Housing Department works with other city departments and agencies to ensure that the citizens of Asbury Park do not live in substandard housing and that all buildings, structures and work is safe and in accordance with the State mandated building codes.

Duties & Challenges

In conjunction with other city departments and outside agencies, such as Police, Fire, Social Services, Community Development, Zoning, Public Works, the Monmouth County Prosecutors Office, the Monmouth County Health Department, the State Multiple Dwelling and Rooming House Divisions and SPCA, among others, we conduct inspections, investigations and answer complaints. The Challenge that we have continually addressed is to accomplish more work with the same, or fewer staff. We strive to promote the attitude that we are here to assist people to live up to the code rather than to enforce it.

Inspect multiple dwellings as part of the State Local Cooperative Housing Inspection Program to maintain local control of the City's housing stock

Review and recommend ordinance changes to keep the department current with mainstream code enforcement policies

Enforce Sanitation Codes for property maintenance to improve the overall appearance of the City and to improve the health of its residents.

Manage a rental inspection program, requiring an inspection for every change of occupancy, ensuring that substandard conditions are eliminated.

Responding to complaints within 24 hours, usually on the same day

Proactive inspections to address problems throughout the City.

Responding emergency situations 24 hours a day, 7 days a week

Promoting the economic and residential development of the city by addressing blighted properties

Assisting the Police Department on their war on drugs by addressing code matters in buildings where drug activity has negatively affected the quality of the housing stock.

Providing professional, timely, courteous and competent inspection services.
