Community Development Block Grant (CDBG) Programs

The following is a list of CDBG Programs:

  • Homeless Prevention – Emergency Assistance will be provided to residents who are faced with homelessness as a direct result of a loss of energy services such as electric or gas.

  • Homebuyers Assistance Program – The City will provide $5,000 toward the down payment or closing for eligible applicants, per HUD income requirements, for the purchase of a home in Asbury Park.

  • Home Emergency Loan Program (H.E.L.P.) – Assistance will be provided to homeowners to offset emergency costs for the repair or replacement of a major system in their homes. The maximum amount cannot exceed $5,000 per household.

  • Regional Contribution Agreement (RCA) – The RCA Program assists single family owner occupied and investor units, and multiple family units (up to four units) of low to moderate income families with repair or replacement of a major system. Major systems include roof, heating, electrical, structural (loan bearing), plumbing and weatherization. Minimum expenditures in major systems are $12,000. Maximum average per unit is $15,000.

  • Road Improvement/Infrastructure  Reconstruction of roads, alleyways, sidewalk, playground equipment repairs, new manholes, etc. 

  • Relocation Provide assistance to residents in rental units that are facing displacement as a result of code enforcement violations
