Building & Construction

The Construction Department is responsible for enforcing the regulations of the State Uniform Construction Code which was established by the State of New Jersey to insure that new construction(commercial, industrial and residential) adhere to the minimum standards of workmanship and safety.

When building, remodeling or adding onto your home or business, this generally requires a construction permit.

During the planning stage of your project and before you begin your construction, call or visit the construction department. Your permit application will be customized based on the type of construction you are planning.

To protect the homeowner be sure your contractor is registered with the division of Consumer Affairs as a Home Improvement Contractor. They will have to show a registration card from the state before any permits can be issued. For more information call Consumer Affairs at 1-888-656-6225.

City Manager

Welcome to the office of the Asbury Park City Manager.

Duties & Responsibilities

The City Manager shall:

a. Be the Chief Executive and Administrative Official of the City.
b. Compile and submit to the City Council the tentative annual budget.
c. Execute all laws and ordinances of the City.
d. Appoint and remove all Department Heads and all other officers, subordinates, and assistants for whose selection or removal no other method is provided in this section, supervise and control his/her appointees, and report all appointments or removals at the next meeting thereafter of the City Council.
e. Negotiate contracts for the City subject to the approval of the City Council, make recommendations concerning the nature and location of City improvements, and execute City improvements as determined by the City Council.
f. See that all terms and conditions imposed in favor of the City or its inhabitants in any statute, public utility franchise or other contract are faithfully kept and performed, and upon knowledge of any violation call the same to the attention of the City Council.
g. Attend all meetings of the City Council with the right to take part in the discussions, but without the right to vote.
h. Recommend to the Council for adoption such measures as he/she may deem necessary or expedient, and make reports to the Council as requested by it, and at least once a year make an annual report of his/her work for the benefit of the Council and public.
i. Investigate at any time the affairs of any officer or department of the City.
j. Perform such other duties as may be required of the City Manager by ordinance or resolution of the Council.

The Manager shall in all matters act under the direction and supervision and subject to the approval of the City Council.

Code Enforcement

The Department of Code Enforcement is responsible for the administration and enforcement of the Property Maintenance Code of the City of Asbury Park.

In addition to the enforcement of the Property Maintenance Code, the Department of Code Enforcement also administers the issuance of Certificates of Occupancy for rental properties and Transfers of Title Certificates for conveyance of real estate, and conducts all inspections required for the issuance of both Certificates.

The Department is also charged with the implementation of the provisions of the New Jersey Abandoned Property Rehabilitation Act, in order to eliminate problems of devaluation of neighboring property, health hazards and crime related to existing abandoned, vacant and neglected properties throughout the City of Asbury Park.

Community Development

Department of Community Development is responsible for administering the Community Development Block Grant (CDBG); and the Regional Contribution Agreement (RCA) funds.

The Community Development Block Grant (CDBG) program is a flexible program that provides Asbury Park with resources to address a wide range of unique community development needs. Beginning in 1974, the CDBG program is one of the longest continuously run programs at HUD. The CDBG program provides annual grants on a formula basis to several units of local government and States.

Asbury Park is an Entitlement Community
The CDBG entitlement program allocates annual grants to larger cities and urban counties to develop viable communities by providing decent housing, a suitable living environment, and opportunities to expand economic opportunities, principally for low- and moderate-income persons.

The Department also provides funding for road improvements, infrastructure projects, public facilities improvements (non-profit agencies), and community events. Please see CDBG Programs for a full description.

The Department of Communications manages information coming into and out of the city. That includes updates on the Mayor and City Council, changes to City policy, activities within departments, and goings-on across Asbury Park. The Communications Department is responsible for Asbury Park's website and social media presence, media coverage related to Asbury Park, and graphic design help for all City Hall departments.

Public Works

The Department of Public Works is responsible for providing many of the City’s essential services on a continual basis. These essential services form the backbone of our City, keeping it clean, welcoming and fully functioning at all times for its permanent inhabitants and visitors alike. The department ensures the functionality of all City infrastructure and continues to see it through most aspects of its current renaissance.

The department’s administrative staff is under the direction of the Superintendent, William McClave. Overseeing the various sub-departments under them are two Public Works Supervisors and the Chief & Assistant Chief Sewage Plant Operators at the Waste Water Treatment Plant and two department wide administrative assistants.

Together they oversee a total of 25 full-time field employees plus part time and seasonal field employees consisting of equipment operators, truck drivers/laborers, custodians, sewage plant repairers, sewer line repairers, general maintenance repairers, an electrician, a carpenter and a mason.

Finance

The Department of Finance is responsible for the financial administration of the City. 

Responsibilities include the preparation of the Annual Operating Budget, Annual Debt Statement, Annual Financial Statement, daily cash flow, temporary and permanent financing for General and Utility obligations, Human Resources, payroll processing, general ledger maintenance, purchasing and accounts payable functions. 

The Tax and Sewer Collection process as well as the Tax Assessment process are also overseen by the Finance Office.

Fire Department

Your Asbury Park Fire Department is a full service professional organization. Our highly trained personnel provide a wide variety of services to meet the needs of our residents and visitors.

All Asbury Park's fire apparatus are staffed with skilled, cross-trained firefighter/emergency medical technicians who provide basic life support skills and fight fires. Specialty teams allow the Asbury Park Fire Department to deal with chemical spills, provide technical rescues to individuals trapped in water, trenches, confined spaces, or collapsed buildings. The extensive training and expertise of our members result in the fire department providing quality and cost-efficient services to our community.

Beyond providing emergency services, the Asbury Park Fire Department works to prevent future fires and accidents. Our responsibilities range from fire code enforcement, arson investigations, and fire prevention activities to fire and life safety education programs for children, families, and seniors.

Asbury Park currently has 1 centrally located fire station (with a new one planned for the future). We staff 1 Engine Company, 1 Truck Company, 2 Basic Life Support Ambulances, and a Duty Battalion Chief. Our apparatus fleet includes 4 engines, 2 Ladder Trucks, 1 Technical Rescue Response Vehicle and more! The Asbury Park Fire Department employs 51 people, of which, 50 are certified Firefighter/Emergency Medical Technicians.

You are welcome to visit the Asbury Park Fire Station from 8:00 AM to 5:00 PM, any day of the week, to meet the firefighters, get your blood pressure checked, or pick-up safety information. The Fire station is staffed 24 hours a day, 7 days a week, however, crews may be away from the station responding to emergency calls, conducting off-site training exercises, or performing in service inspections at various times during the day.

The Municipal Clerk serves as Secretary to the City Council and serves as a liaison between the governing officials and the public.  The City Clerk is also the Election Official for all elections and serves as the Chief Registrar of Voters for the City.  The City Clerk is the custodian of all public records and is the custodian of the City Seal.  The City Clerk is the administrator of a variety of licenses and permits.  The City Clerk prepares the minutes and agendas for all City Council meeting, as well as the City Council schedule and public notices.

Welcome to the Department of Planning and Redevelopment's webpage. It is a pleasure to be able to provide as much information as possible through the City of Asbury Park's website.

Department Description

Using smart growth planning principles, the Department of Planning and Redevelopment provides recommendations and assistance to the governing body of the City, land development review bodies, and the public to encourage and support appropriate land development and redevelopment within Asbury Park. 

Each Department staff member provides a variety of services to the community and performs multiple roles. The Director acts as Redevelopment Coordinator and City Planner.  The Director is also the City Administrator of the Springwood Avenue Brownfield Development Area, the project manager for the EPA Brownfield and Petroleum Clean-up grant and Co-Manager with the Housing Authority on a HUD Choice planning grant for the West Side neighborhood. The Assistant Planner has assumed the role of Zoning Officer as well as being both Zoning and Planning Board Secretary.  The department also benefits from the resources of the City Parking Manager/Planner.

Land Use

  • The Department is often the first stop for developers or redevelopers who wish to do work in the City of Asbury Park, and of course to local residents and merchants seeking to improve their property or open a business in Asbury Park;
  • The Department provides interpretation of local laws and guidance regarding the development approval process; and
  • The Department approves zoning compliance for transfer of title and for construction permits.
  • The Department maintains files of all redevelopment plans and their amendments, redeveloper agreements, site plan and variance application files, zoning records, and various planning studies and reports. Most can be found on this website.

Development Review

All applications for development are submitted to the Director for completeness review before scheduled for review by a Municipal Land Use Board.  The Department is the home to the Planning Board, Zoning Board of Adjustment and the Technical Review Committee. The Department also provides technical assistance and guidance to the governing body, Technical Review Committee and other established committees and bodies throughout the City.  Any requests for encroachment in the public Right-Of-Way is filed and reviewed by the department. 

One of the department’s key roles is to interpret the municipal zoning ordinance and redevelopment regulations.  The Department reviews all construction permits for compliance with zoning ordinance standards. Zoning Permits, Zoning Certificates of Compliance and Zoning letters of interpretation are obtained from this Department. Redevelopment

The Department of Planning and Redevelopment manages redevelopment activity with the City of Asbury Park. This includes development within the City’s redevelopment areas, and negotiation of redeveloper agreements.

Staff also works to amend the City’s redevelopment plans to reflect the City’s current vision as well as new land use trends.

Current Long Term Planning Projects

MASTER PLAN: The Planning Board is currently in the process of Re-examining the 2006 Master Plan.  Two community input meetings were held in February and March 2017.  If you are a resident or business owner and were unable to attend either meeting, we invite you to complete our survey on our website here

CHOICE NEIGHBORHOODS: The Department of Planning with the Asbury Park Housing Authority are the recipients of a HUD Choice Neighborhood Planning Grant.  The strategic plan will focus on three themes; Neighborhood, Housing and People.  Currently, a needs assessment survey is being conducted by Monmouth University for the grant.  For more informationv visit asburyparkchoice.com

EPA BROWNFIELDS: The City has just launched the execution of its EPA Brownfield and Petroleum Assessment Grant which was awarded in 2016.  The City with its consultant will create a site inventory and select 4 sites for contamination assessment with 2 sites focusing on petroleum contamination.

Land Use Regulation Updates and Drafting

The Department is always seeking to improve local ordinances and redevelopment plans to make them more user-friendly, to address new situations, and to correct deficiencies.

Noteworthy projects include:

    • Drafting of the Amended Springwood Avenue Redevelopment Plan, the first redevelopment plan in the City drafted by in-house staff;
    • Amendment of the STARS Redevelopment Plan allowing for the construction of 21, new affordable housing units;
    • Site plan review requirements clarified and simplified to streamline the development approval process;
    • Signage provisions updated to include realtor and construction signs where ordinance contained no provisions whatsoever;
    • Bed and Breakfasts requirements established to allow for B&Bs east of Grand Street;
    • Addressed the Residential Site Improvement Standards pursuant to state law;
    • Amendment of the Central Business District Redevelopment Plan to allow for the City's first craft distillery and limited services on Cookman Avenue.
    • Recognition for the local Complete Streets Policy by the State of New Jersey. 
    • Awarded Bronze Level Certification by Sustainable Jersey, a prestigious designation for municipal governments with a commitment to their environment. 
    • Hosted the first "Better Block" event on Springwood Avenue to show how revitalization of a single commercial block in an underused neighborhood corridor could benefit a community.

In light of the recent rash of stolen bicycles in the city, the Asbury Park Police Department has launched a free, voluntary online bicycle registration campaign. This campaign will allow city residents to voluntarily register their bicycles online. The registration process is quick, convenient and free of charge. The Police Department will then create a database of all registered bicycles. The database will include photos, descriptions and serial numbers of each registered bicycle. We strongly encourage residents to lock/secure their bicycles when they are not riding them, to help prevent bicycle thefts. However, if your bicycle does become stolen, having it registered will aid in the police investigation and will help get the bicycle returned to its rightful owner once it has been located. The Asbury Park Senior Citizen Program is located at 1201 Springwood Avenue (Springwood and Atkins Avenues).

We serve the Senior Citizens of Asbury Park with pride and enthusiasm. Days at the Senior Center are full of fun and engaging
activities, working to keep our Senior Citizens healthy and happy. We hold Health Screenings and invite Guest Lecturers in order to educate our senior
population about Health, Safety, and Independent Living. At the Senior Center, we recognize the role and value of seniors within the community and
try to show our appreciation.

The Center provides friendly visiting, transportation, homebound services, social and recreation programs,
social service interventions, and a lunch program (Operated by Interfaith Neighbors).

Social Services

The mission of the Asbury Park Department of Social Services is to promote the health and well being of the citizens of Asbury Park.

The overall objective of the Department of Social Services is to assist residents to live better lives. This is accomplished by the departments team of specialized staff; which includes a licensed counselor, community health nurse, the Asbury Park Senior Center director and community outreach worker.

The Department of Social Services also interfaces with each City Department and community service providers in a continued effort to coordinate and advocate on behalf of the special needs and at-risk population, to address their various quality of life issues. 

The department provides:

  • advocacy for residents' needs
  • crisis intervention
  • assessment and evaluation
  • friendly visiting, assistance with transportation for medical purposes, and nursing services for senior citizens, at-risk members of the community, and the elderly frail
  • programs and opportunities for children and senior citizens
  • community outreach
  • referrals to supportive services and agencies

In addition, the Department also provides specific services which include but are not limited to:

  • helping residents to obtain adequate financial resources for their needs
  • evaluating the capabilities of individuals to care for themselves, their children and other dependents
  • advocating for social causes
  • coordinating organizations and community service providers in their obligations to individuals
  • organizing community social & outreach events
  • facilitating services, and
  • linking clients to resources

The Department also provides screening at the municipal court level in an effort to link at-risk individuals to appropriate mental health and substance abuse services as a possible alternative to entry into the Criminal Justice System.
