Parking Permits Available Now at Springwood Substation!

PARKING PERMITS ON SALE BEGINNING DECEMBER 19TH

Designated Zones on Waterfront and Central Business District for Residents and Employees

Parking permits for residents and employees for 2017 will be on sale starting on Monday, December 19th, 2016 at the Parking Utility office at the Springwood Avenue Substation (1201 Springwood Ave, Unit 106). The Substation is open Monday through Friday, 9 a.m. to 4:30 p.m. Pre-paid smart cards for guests and visitors are also available. Payment can be made via cash, check, and credit card. Resident Permit Parking

Depending on the residential permit parking zone and off-street parking options for each dwelling unit, residents may be permitted to buy up to two parking permits. Annual costs are $90 for the first permit and $120 for the second permit. In residential permit parking zones 1, 2, and 3, if extenuating circumstances exist and are approved, a third and fourth permit can be issued at an annual cost of $150 and $180, respectively.

To obtain a permit, residents are required to present a driver’s license and registration, as well as a current deed/lease and utility bill as proof of residence. The processing time for the permit application is approximately two days, longer if extenuating circumstances require additional permits.

  • Zone 1 - North Beach
    • Eighth Avenue between Kingsley Street and Webb Street
    • Kingsley Street between Sixth Avenue and Deal Lake Drive
    • Sixth Avenue, Seventh Avenue, and Deal Lake Drive between Ocean Avenue and Webb Street
    • Ocean Avenue, from the 1700 block to the Loch Arbor city line
  • Zone 2 - Wesley Grove
    • Heck Street between Lake Avenue and Cookman Avenue
    • Cookman Avenue between Kingsley Street and Heck Street
    • Lake Avenue between Wesley Lake Drive and Heck Street
    • James Place between Lake Avenue and Cookman Avenue
    • Wesley Lake Drive between Lake Avenue and Cookman Avenue
  • Zone 3 - South Beach
    • Asbury Avenue between Kingsley Street and Heck Street
    • First, Second, Third, and Fourth Avenues between Kingsley Street and Bergh Street
  • Zone 4 - Central Business District

  • NEW: Zone 5 – Residential Zone (5 p.m. to 8 a.m. daily)

    • North side of First, Third, and Fourth Avenues between Heck Street and Bergh Street

Employee Permit Parking

The permit card is used like a credit card at parking meters within the designated areas. Employees will enter the number of hours the parking space will be occupied and then swipe their card. If the parking space is vacated before time has expired, another parked vehicle that pays for the original space will cancel the original swipe, and the employee can use the permit in another space.

Permit parking cards for employees are available for 5-Day users and 7-Day users. The 5-Day pass allows employees to park in designated areas from Monday through Friday, from 9:00am to 5:30pm. The 7-Day pass allows for parking from Monday through Friday, weekends, and holidays from 9 am to 12 am.

5-Day Permits are $120 for one year or $10 per month. 7-Day Permits are $180 for one year or $15 per month.  To obtain a permit, business owners must present a driver's license and registration, as well as an Asbury Park Mercantile License or State or Federal tax form filed under the address of the business in Asbury Park.  Employees must present a driver's license and registration, as well as current pay stub or notarized statement from their employer.

If an employee is no longer employed at the business connected to their permit card, the card can be returned to City Hall. Employers may notify the Parking Utility to ensure that the permit card has been returned.

    • Same areas as 5-Day employee permits, with extended hours from 9 a.m. to 12 a.m.
  • Central Business District
    • Parking on Lake Avenue between Bond Street and Heck Street, Grand Avenue, and Bond Street ends at 5:30 p.m. for all employee permits, 7-Day as well as 5-Day
    • Transportation Center (9 a.m. to 12 a.m.)
    • Memorial Park Lot (9 a.m. to 12 a.m.)
    • Municipal Lot (5 p.m. to 12 a.m. Monday through Friday, all day weekends and holidays)
    • Lake Avenue between Grand Avenue and Heck Street (Sept 16 through May 14, Monday through Thursday, 9 a.m. to 12 a.m.)

Guest Parking

Pre-paid smart cards are available as an option for residents who would like to provide parking for guests and visitors. The cards have no use restriction, and can be reloaded at any meter. The cards are available at the following discounted prices to residents only from the Parking Utility office:

  • $50 worth of parking for $45
  • $75 worth of parking for $65
  • $100 worth of parking for $85
  • $200 worth of parking for $170
